CALL TO ORDER: The meeting was called to order at 1:30 PM

#55/10 Buick/Mohr: BE IT RESOLVED THAT the Rural Municipality of Shell River approves of
the 2010 operating budget of $42,950.00 as presented by the Roblin, Shell River Airport Commission; AND THAT payment of $11,825.00 for Shell River ’s portion of the budget is hereby authorized to be paid.

#56/10 Lenderbeck/Mohr: BE IT RESOLVED THAT the Rural Municipality of Shell River
purchase eight tickets at $15.00 each for the Lake of the Prairies Conservation District Annual Banquet in Roblin on March 24.

#57/10 Starchuk/Buick: BE IT RESOLVED THAT the Council & CAO are hereby authorized to attend the Manitoba Good Roads Association meeting and banquet in Brandon on April 13; FURTHERMORE THAT indemnity and expenses be allowed for same. Carried 7/0

#58/10 Shenderevich/Starchuk: BE IT RESOLVED THAT the Rural Municipality of Shell River approves of the 2010 operating budget of $76,980.00 as presented by the Roblin/Shell River Economic Development Office; AND THAT payment of $30,500.00 for Shell River ’s portion of the budget is hereby authorized to be paid in two installments. #59/10 Lenderbeck/Mohr: BE IT RESOLVED THAT the Council meeting adjourns to go into the Public Hearing for Conditional Use Order #C-09-2010-182. Carried 7/0

#60/10 Starchuk/Mohr: WHEREAS Conditional Use #C-09-2010-182 is requested to allow for
the placement of a rural non-farm dwelling in an “AG” Agricultural Zone on
NW 33-29-28W; THEREFORE BE IT RESOLVED THAT Council approves of Conditional Use #C-09-2010-182
to allow for the placement of a rural non-farm dwelling in an “AG” Agricultural Zone on NW 33-29-28W; FURTHERMORE THAT all other necessary municipal and provincial government regulations must be approved and complied with.

Public Hearing for Conditional Use Order #C-10-2010-182.

#63/10 Buick/Shenderevich: WHEREAS Conditional Use #C-10-2010-182 is requested to allow

to allow for the placement of a rural non-farm dwelling in an “AG” Agricultural Zone on
SW 8-28-29W; FURTHERMORE THAT all other necessary municipal and provincial government regulations must be approved and complied with.

#65/10 Shenderevich/Buick: WHEREAS four invitational tenders were sent out for loading, screening and hauling gravel for the RM of Shell River for 2010; AND WHEREAS three tenders
were received; THEREFORE BE IT RESOLVED THAT the Council accepts the tender from
Trisum Logging o/o Dienel Laliberte for 2010 as follows:

mile 2 - $2.75            mile 7 - $4.00            mile 12 - $5.25

FURTHERMORE THAT the municipality and the contractor will enter into an agreement to address such things as maximum size of gravel, work completion date, penalty charges, and the contractor’s responsibility to have Workers Compensation coverage paid prior to commencement of work. Carried 7/0

#66/10 Starchuk/Mohr: WHEREAS the Shell River Metis Association will be celebrating Canada Day on June 26, 2010; AND WHEREAS the Association has applied for a Celebrate Canada grant through the Canadian Heritage Program with the Government of Canada and is also requesting a monetary donation from the RM; AND WHEREAS the RM’s donation will be conditional upon approval of the grant from the Canadian Heritage Program, as stated in the Association’s letter dated February 12; NOW THEREFORE BE IT RESOLVED THAT the RM of Shell River hereby supports the Shell River Metis Association’s Canada Day Celebration with a donation of $100.00 and a letter of support. #67/10 Lenderbeck/Mohr: WHEREAS the Royal Canadian Legion Roblin Branch will be having a banquet and silent auction on March 13; AND WHEREAS the Legion has requested an item for the silent auction or a monetary donation; AND WHEREAS the local branch uses funds raised to support veterans and their families as well as community activities they are involved in; NOW THEREFORE BE IT RESOLVED THAT the RM of Shell River hereby supports the Royal Canadian Legion Roblin Branch with a donation of $50.00. Carried 7/0
